Pretty much just on a set track for the first couple of years as a graduate engineer as largely based on experience and people are doing very different types of work so its harder to compare peoples abilities eg. all the graduate engineers will get promoted up a level after a year. There may be rare extenuating circumstances that mean someone doesn't get promoted or gets promoted early. Performance more impacts bonuses awarded during the review period. At higher levels promotion is based on performance and skill

It is a bit early for me to comment as it will be another 8 months until I go through the promotion process. From what I have heard it is very good though.

Still new to the company but there is clear levels, you start on 3 as a grad and can go up to 9/10 as a director of a service group. Hard to really know what moves you up these, seems like it's more experience based decision making.
